Make garage into studio flat?

I expect this sounds a little daft but do you think it is possible to buy a garage and turn it into a studio flat to sell on (in the UK), or are there likely to be planning restrictions preventing it.. i havent got anywhere in particular in mind..just curious as to what people think..if its completely daft out the question or a faint possibility? Thanks
